Caraway sex offender accused of failing to comply with reporting requirements

Caraway, AR – (JonesboroRightNow.com) – Aug. 23, 2025 – A Caraway man is being held on a $100,000 cash/surety bond after court documents said he violated reporting requirements regarding his location and which vehicle he was driving.

According to an affidavit, on Aug. 20, Craighead County Eastern District Sheriff Chris Kelems was told a registered sex offender, 35-year-old Brad Westbrook, was accused of violating conditions of the sex offender registry and living too close to a city park.

Kelems saw the vehicle Westbrook had registered in the database was parked at the home he was reporting living at. However, it was found that Westbrook used another vehicle, a white Mercury, to travel and park in a vacant trailer parking area on East Tennessee Street the same day at 7:42 p.m., and later at 11 p.m.

The affidavit said Kelems arrived at the location at 5 a.m. Aug. 21, where he saw Westbrook exit a trailer home in the 400 block of East Tennessee Street. Then, at 6:43 a.m., Kelems saw Westbrook walk to the Mercury in the parking area, get in and leave.

Kelems stopped Westbrook and arrested him for driving a vehicle that was not registered in his sex offender information and living within 2,000 yards of a city park.

On Aug. 22, Craighead County District Judge Tommy Fowler found probable cause to charge Westbrook with failure to comply with reporting requirements and being a registered offender living near a school, public park, youth centers, or daycare. In addition to his bond, Westbrook will have to wear a GPS ankle monitor upon release.

Westbrook’s next court appearance is scheduled for Oct. 14.
