Committee advances over $3M lien on former Citizens Bank property

Jonesboro, AR – (JonesboroRightNow.com) – Aug. 26, 2025 – The Finance and Administration Council Committee advanced a resolution Tuesday that would place a municipal lien on property where the former Citizens Bank building once stood.

According to city documents, the lien is for “cost and expenses due to the City of Jonesboro for correcting code violations.” It totals $3,293,122.07.

The lien is issued to Laurel Park, LLC, the owner of the land located at 100 W. Washington Ave., which is where the former Citizens Bank building once was. The building was owned by another party.

Committee member David McClain asked why a lien was not being put on the building itself.

City attorney Carol Duncan replied that because the building was demolished, the lien had to be put on the land.

“We took the building, so there’s nothing to put a lien on. So, the only thing we have left to put a lien on is the underlying property,” she said.

The committee unanimously forwarded the resolution to full council. According to city documents, the council will consider the resolution at its next meeting, which is Sept. 2 at 5:30 p.m.

Part of Main Street was initially shut down in September 2024 when a bulge was noticed on the side of the former Citizens Bank building. It was condemned in December.

The city council voted in January to approve the building’s demolition. Demolition officially began in March, and all streets affected by the project reopened to traffic in May.
