The Department of Homeland Security issued a new safety bulletin for Americans today encouraging us to be responsible for our personal safety when in public places. Below they offers some suggestions on how to be better prepared. My question is…if ISIS is being degraded, as our leaders are saying, then why does the DHS feel it necessary
